  III. Alternative Course of Action 1. Reorganizing in the departments of college of commerce by suggest a proposal to eliminate their special allowances  Since each department is handling a small group, there will be a proposal to eliminate their special allowance s in order to save on cost as much as Php 86,400 a year. This reduction on cost is somehow a significant savings for the college, which can be allocated to other projects for improvements on facilities or a resource fund that can be utilized for Research and Development programs. However, retaining the same number of departments would still incur the same amount of clerical and other office expenses. Furthermore, taking this action has its labor implications. Advantage The elimination of their special allowances would save expenses and will distribute to other projects. Disadvantage The Department Heads may file a formal complaint from the Department of Labor (DOLE) against the University because elimination of their benefit is considered as a diminution which is a violation of the labor code. 2. Supporting the proposed reorganization and improve it by reconsidering the distribution of loads between faculty and lecturers. To support the proposed reorganization, in which the departments will be reduced to 3 will benefit the college. Because the cost of running the college will be reduced to estimated amount of 65,000 pesos. Also fewer departments would mean decrease also in the allotted budget per department. Since many of the lecturers were employed elsewhere in the city and normally taught courses offered in the off hours. They can reduced also the number of lecturers, in this way it will reduced the amount of salaries being paid to them. So the college can maximize the salaries paid to regular faculty and they can have savings which they can use in improvement of facilities and other projects that will need funds. Advantage The college can reduce the number of lecturers. Thus, reducing the amount of salaries being paid to them can maximize the salaries of faculty and have financial benefits to college. Disadvantage Some full time faculty members and department heads may oppose the proposed realignment of working loads since not all people are adaptable to change.  IV. Recommendation Among the three alternative courses presented above, the best solution to implement is the second one “ Supporting the proposed reorganization and improve it by reconsidering the distribution of loads between faculty and lecturers. ”  This can motivate the faculty members to teach better because of the increase in their salary and it will also benefit the university because it saves PHP 24,760 per month and also the tuition fee will not increase to sustain its expenses.
