  6 August 2010Mr Mah Bow TanMinister or National Development CONCEPT PLAN REVIEW 2011FINAL REPORT OF FOCUS GROUP ON QUALITY OF LIFE 1 In January this year, you appointed us to co-chair the Focus Group on Quality o Lieto discuss how we can urther enhance Singapore’s living environment even as wecontinue to develop over the long-term. Specically, the Focus Group was taskedto discuss how Singapore can better cater to the needs o our diverse populationincluding the elderly.2 Our Focus Group has completed the study, and we submit our nal report or yourconsideration. This report was nalised ater extensive discussions and site visits bythe group. URA and various government agencies provided useul briengs ongovernment initiatives and issues. Our discussions took into account ndings othe URA Liestyle and Online Surveys. We also obtained eedback rom a dialoguesession held with a group o representatives rom our elderly community drawn romthe Eurasian Association, Mendaki, NTUC Active Ageing Club, People’s Association,SAGE, SINDA and >60 Design Centre. The Focus Group members also brought withthem a wealth o proessional, local and overseas experience and had diverseinsights and perspectives on quality o lie and ageing issues. We presented ourpreliminary ndings at a Public Forum held on 10 May. This report incorporates theviews o the public obtained rom the orum and rom the online eedback websitethat was opened to the public or two weeks ater the Public Forum was held.3 The Focus Group experience has been a very ruitul and meaningul one. Thediscussions we had over the our months o our work were spirited and insightul. Inthe course o our discussions, we were able to hear a broad range o diverse butpassionate views rom members o the group on how we can make Singapore abetter place to live in.4 We are grateul or the assistance o the URA Focus Group secretariat and othe government agencies involved in the discussions and site visits. Indeed, we plan the land use in Singapore with the ultimateaim o providing a better home or all Singaporeans. It is thereore important or thegovernment to engage the public in the Concept Plan process and to hear theiraspirations and ideas as we plan the physical development o Singapore over thenext 40 to 50 years.3 Your Focus Group has played an invaluable role in the evolution o the ConceptPlan 2011, by garnering the views o a broad segment o the population andcrystallizing their views in a number o key ideas and recommendations. I understandthat your report is the result o extensive consultations over the past ew months. Iwould like to commend and thank you and the members o the Focus Group oryour commitment, time and eort. I am also heartened that many members o publichave also come orward to provide their views to your Focus Group.4 I agree ully with the key thrusts o your recommendations, such as creatingbuzz, improving walkability, and making more fexible common spaces to cater toneeds o a diverse population.
