County of Fairfax, Virginia Department of Transportation Reston (Transportation) Funding Plan Review The Reston Funding Plan was approved by the Board of Supervisors on February 28, 2017. • Developed to address the funding needs for transportation improvements in the Reston Transit Station Areas (TSAs). • Improvements were either recommended by the Reston Phase I Comprehensive Plan Amendment (adopted February 11, 2014) or necessary to support the plan. 4

County of Fairfax, Virginia Department of Transportation Reston Funding Plan Review Reston Network Analysis Advisory Group Supervisor Cathy Hudgins established the Reston Network Analysis Advisory Group (RNAG) to provide a diverse forum to help address transportation follow-on motions after the approval of the Phase I Reston Comprehensive Plan Amendment. Membership and Purpose: • 11 members from the Reston community representing citizens, the business community, the Reston Association, and the Reston Town Center Association. • Provided Fairfax County Transportation staff with input and feedback on the Reston Network Analysis and associated plans (such as the Reston Funding Plan). • Worked to shape future grid of streets within Reston TSAs, mechanisms, and timing/prioritization for project funding. 6

County of Fairfax, Virginia Department of Transportation Reston Funding Plan Review Transportation Follow-on Motions: • Conduct a detailed evaluation and operational analysis of the enhanced street network shown on the Reston Master Plan, prioritize these improvements, and develop an implementation strategy. • Develop an inclusive process to prepare a funding plan for the recommended transportation improvements that includes both public and private revenues. County of Fairfax, Virginia Department of Transportation Reston Funding Plan Project Priorities The Reston Network Analysis prioritized the Roadway Improvements in three general timeframes. • This was necessary, because the County does not control the pace or location of development. • Reston Transportation Plan and development will need to be monitored annually. • The plan is dynamic, so that it can respond as the areas of growth change within Reston. • Based on FCDOT’s current assessment of future development patterns in Reston, the projects in the transportation plan were divided into the following three categories: Tier 1 • Soapstone Overpass • Town Center Underpass • Reston Parkway Widening (Dulles Toll Road to South Lakes Drive) • Fairfax County Parkway Widening/HOV (Entire Length from Route 7 to I-66 and beyond) Tier 2 • Sunrise Valley Drive/Fairfax County Parkway Interchange • South Lakes Overpass • Fox Mill Widening (Reston Parkway to Monroe Street) Tier 3 • West Ox Road Widening (Lawyers Road to Centreville Road) • Monroe Street Widening (West Ox Road to the Town of Herndon) • Pinecrest Extension 11

County of Fairfax, Virginia Department of Transportation Road Fund Rates and Adjustments • County Road Fund rates are adjusted annually by the annual rate of inflation, as calculated by referring to the Consumer Price Index for all urban consumers (CPI-U), 1982-1984=100 (not seasonally adjusted) as reported by the United States Department of Labor, or Bureau of Labor Statistics. • Proposed Rate Adjustment is 1.9% based on the CPI-U increase over the last 12 months for the month ended December 2018. County of Fairfax, Virginia Department of Transportation Fairfax County Parkway at Sunrise Valley Drive Interim Improvement Description: This project will improve the capacity of the intersection. Geometric and operational changes are proposed along the northbound and westbound approaches to the intersection. The northbound right-turn lane would be converted to a shared through and right-turn lane. An additional westbound through lane would be added to allow for two left-turn lanes. Other improvements include bike/pedestrian facility enhancement and additional guidance signs. Dulles Rail Phase 2 is responsible for a project to improve eastbound left turn capacity. Estimate: • Total Project Estimate: ~$1-2 million • The Reston Service District Advisory Board and County Board of Supervisors have approved $500k for preliminary engineering of the project Status/Schedule: • In Design • Construction phase estimated to begin 2023 • Estimated completion date 2024 26

This is necessary before Environmental Assessment (EA) approval. • Currently determining next steps for the project. • Funding agreement between VDOT and Fairfax County for the implementation of the project executed December 19, 2017.
