  Whatcom County Housing Advisory Committee Meeting Minutes Meeting Date/Time/Location:  October 12, 2006 9:00– 10:30 AM - Courthouse Room # 512 WCHAC Members Present:  David Cahill, Gail DeHoog, Laura Derose, Gary Tomsic, Nancy Larsen, Paul Schissler,Rebecca Johnson, Michele Hall, John Harmon, Terry Hinz, Sue Parrott WCHAC Members Absent:  Sigfried Stillman, Regina Delahunt, Carole Wells, Ronald Buchinski, Whatcom County Health Depart Staff:  Gary Williams, Human Services Division Supervisor, Pat Fisher, Clerk Also in attendance:  Sue Anderson, Whatcom Coalition for Healthy CommunitiesDevon Huning, Whatcom Coalition for Healthy Communities Agenda Item Discussion Action/Who1. ReviewSeptember 14, 2006minutes The September 14, 2006 WCHAC Minutes were reviewed. It was moved, seconded andpassed unanimously to approvethe September 14, 2006WCHAC Minutes.  Agenda Item Discussion Action/Who2. Report on theCounty Phase IICTED PilotPlanningworkgroup (HGAP) Gary updated the WCHAC on the Planning workgroup progress onthe HGAP application and timeline for submission and approval. Heprovided the Board with a DRAFT application. There were questionsand discussion of the impact to providers if Whatcom County isawarded the grant.Gary to send out a finalapplication prior to submissionvia email requesting a reply of support or non-support.Rebecca Johnson will do areview of the final HGAPapplication prior to submission. 3. Report on WSCH(WA. State CouncilHomelessness)Board of Director’sRetreat Gail reported on the Board of Director’s Retreat. Highlighted itemsdiscussed were the HGAP application and the Interagency Councilon Homelessness. 4. Report on StateAdvisory Councilon Homelessness Gary reported on his first meeting of the Governor’s State AdvisoryCouncil on Homelessness. 5. Request for 2163funding for countywide Povertyassessment/gapanalysis The Whatcom Coalition for Health Communities requested fundingfrom 2163 funds to provide a County-wide Poverty assessment/gapanalysis in the amount of $5,000. There was discussion regardingthe planning process, data collection procedures, outcomes andapplicability. A planning outline will be available to the WCHAC for consideration by the November meeting.It was moved seconded andpassed unanimously to reviewthe planning outline at theNovember WCHAC meetingprior to approval/denial of requested funding. 6. 2163 Phase IIPlan Revision Gary updated the Board on the progress of the Phase II revisionsthat will be implemented if HGAP funding is not awarded. 7. Repair andRetention RFPSchedule Gary updated the Board on the scheduled timeline for the release of the Repair and Retention RFP schedule.  8. Review of revised 2060/2163Budgets Terry Hinz stated that the budget is still in development. He willprovide a more comprehensive report at the November meeting.Terry Hinz to provide a morecomprehensive budget report atthe November meeting. 9. Other   September 14, 2006 WCHAC Minutes; Item #7C: Recommendationto create an amendment to the bylaws to establish three-year terms,rotating every three years, with no term limitation.September 14, 2006 WCHAC Minutes; Item #3: Gary reported onthe funding data for the City of Portland Homeless HousingPrograms.There was a request for the timeline of the Capital RFP. This is yetto be determined. A meeting of the Capital Committee will bescheduled. Paul Schissler volunteered to replace Sharon Robinsonon the Capital Committee.It was moved, seconded andpassed unanimously to establishone, two and three terms for current WCHAC Board Membersby a drawing of names at theNovember meeting.Gail and Gary to schedule ameeting of the CapitalCommittee. Adjourn  Meeting was adjourned at 10:35 AM Next Meeting 9:00- 10:30 AM2nd Thursday—November 9, 2006Courthouse, Room #512
